In May of 2002 the Bush Administration placed Cuba on the List of 7 Countries that sponsor terrorism thereby creating the premise for a series of repressive measures whose goals were to isolate & destabilize Cuba. This left Cuba in a vulnerable situation where the US could move in & take over. An 80 page document authored by Condaleeza Rice and Secretary of Commerce Carlos Gutierrez outlining these goals & strategies was published in 2004.
